This briefing paper examines how violent extremist groups manipulate visceral human identities (e.g., ethnicity, race, religion, and gender) across national borders to mobilize recruits, a tactic enhanced by technology and societal diversity. Emphasizing the centrality of gender in the ideology, recruitment, and actions of extremists, the briefing paper published by the Berghof Foundation argues for the crucial role of women in CT/PCVE. The author challenges the view that women's roles in PCVE are externally driven and highlights the importance of balancing the inclusion of women and youth-led organizations with religious institutions. Building on other scholars, the briefing ultimately advocates for a shift from traditional CT/PCVE strategies towards a proactive agenda focused on peace, resilience, equality, and pluralism (PREP). This approach integrates identity issues into PCVE efforts, promoting sustainable peace and social resilience, and is valuable for policymakers, researchers, and practitioners seeking to enhance PCVE initiatives.
