Integrating Gender into Countering Violent Extremism Programs

This briefing offers insights from a workshop convened by Moonshot CVE in March 2019, which brought together international and domestic practitioners in Canada to assess advancements in integrating gender analysis into Countering Violent Extremism (CVE) initiatives. Funded by the Community Resilience Fund under the auspices of the Canada Centre for Community Engagement and Violence Prevention at Public Safety Canada, the workshop aimed to review progress, distill lessons learned, and identify emerging best practices in this domain. The ensuing summary encapsulates findings from expert panelists and participants, focusing on four key thematic areas and presenting exemplary practices for each. Notably, the briefing concludes with a set of recommendations tailored for policymakers, academics, and practitioners. A pivotal suggestion urges the Preventing and Countering Violent Extremism (PCVE) community to glean insights from peacebuilding and stabilization sectors' experiences in implementing gender-sensitive programming, advocating for a localized approach and holistic consideration of gender throughout program design and evaluation. Emphasizing women's roles as crucial early warning resources for identifying radicalized populations and their heightened susceptibility to local grievances, the briefing underscores the imperative of integrating gender perspectives into PCVE strategies for enhanced effectiveness.
