Developed by UNDP and International Alert, this comprehensive toolkit is tailored for development practitioners and specialists engaged in designing, monitoring, and evaluating programs focused on Preventing and Countering Violent Extremism (PCVE). A notable feature of the toolkit is its integration of conflict and gender sensitivity across all aspects. Emphasizing understanding gender dynamics relationally and across various scales, from individual to global, it underscores the importance of addressing gender issues within PCVE initiatives. Another key aspect highlighted is the toolkit's provision of gender-sensitive indicators for monitoring and evaluation purposes, facilitating baseline or situational assessments.
Divided into four sections, the toolkit offers a structured approach to navigating relevant content: (1) Laying the foundations, which outlines fundamental principles including conflict and gender sensitivity; (2) Building the framework, which provides tools for identifying factors contributing to vulnerability and resilience to violent extremism, crafting theories of change, and developing monitoring indicators; (3) Monitoring strategy and data collection, offering guidance on devising monitoring strategies and employing diverse data collection methods; and (4) Evaluation using the learning, which delves into the evaluation of PCVE projects. Each section comprises modules containing guidance and tools tailored to aid in project design, monitoring, and evaluation. These tools are designed to be used flexibly, either independently or in conjunction with others, with each tool accompanied by information on its purpose, usage, and potential synergies with other tools. The toolkit is designed to accommodate diverse project needs and stages, encouraging users to utilize it as a resource throughout the project cycle based on their specific requirements.
