“Resource Spotlight Monday”: Today, the Gender and Identity Factors Platform (GIFP) features “Women and Preventing Violent Extremism: the US and UK Experiences”.
This briefing paper undertakes a comparative analysis between countering terrorism and preventing/countering violent extremism (CT/PCVE) strategies of the Governments of the United States of America and the United Kingdom. The paper explores how the US strategy, Empowering Local Partners to Prevent Violent Extremism in the United States (Empowering Local Partners), fails to address gender dynamics critical to the development and implementation of effective CT/PCVE efforts, rendering the strategy gender blind. The paper also provides an example of “Prevent” – one of the four CT/PCVE policies in UK, which elucidates uniquely gendered challenges and opportunities that arise when governments seek to prevent or counter violent extremism (CVE) domestically. Furthermore, “Prevent” took the distinctive approach of explicitly and broadly including women in its delivery, partnerships and activities. In this regard, recommendations are elicited as to how the US and other Member States might be able adopt gender-responsive approaches to CT/PCVE efforts.
