Why Gender Matters in International Cyber Security.

The gender dimensions of international cyber security remain nearly unexplored. This report shows how gender perspectives and analysis is important for understanding cybersecurity generally, for identifying specific gender based harms online and offline, and for addressing women’s participation. It draws attention to the gender based harms to LGBTQ+ individuals and communities in different cyber incidents. Recommendations include: states integrating WPS as part of cybersecurity strategies; use NAPs to inform cybersecurity policies; uphold data protection and data minimization strategies; condemn online SGBV and gender based disinformation; develop gender sensitive training for online information and cybersecurity; uphold normative frameworks (WPS, Beijing Platform for Action, CEDAW, The 2030 Agenda, Human Rights Council Resolution 38/5, World Summit on Information Society; ITU Resolution 70 (2018).
